Why we've created this site. 

In the high-stakes world of competitive cannabis licensing, state agencies (and the public) are often asked to trust that applicants have been fully transparent about their backgrounds in cannabis. However, when coveted market positions are on the line, applicants have every incentive to sanitize their histories—masking past violations, legal battles, or questionable business practices. To combat this, we decided to conduct our own investigation to hunt for this information. In publishing this site it is our belief that, armed with the full picture, DPS will make the right choice when it comes to who enters the Texas Compassionate Use Program next. 

TCUP Overview. 

The Department of Public Safety is currently administering an application period for the Compassionate Use Program to award 12 dispensing organization licenses per HB 46, passed in the 2025 Regular Session. TCUP applicants who originally applied in April 2023 (also known as Phase I Applicants) will be awarded 9 licenses, as long as they successfully submitted the DPS-requested Supplemental Application in Sept 2025, while the other 3 licenses will be awarded to new TCUP applicants who applied in Sept 2025 (also known as Phase II Applicants). Applicant entities for Phase I and Phase II were obtained via information requests.

Based on our research, the following is a list of multi-state operators (MSOs) we believe to be unfit to operate in the great state of Texas due to their consistent prioritization of profits over patients, demonstrated disregard for financial and tax liabilities, and repeated violation of state laws.
